Pietro Stella specialises in international and EU law and, in particular, in EU competition and trade law.

As regards competition law, Pietro is particularly interested in State aid, an area in which he gained relevant experience at the European Commission. Since joining VBB, Pietro has advised private and public clients on the compatibility of a number of aid measures provided by different Member States. Due to this interest in State aid, Pietro has also focused his attention on the EU Foreign Subsidies Regulation.

In the area of trade law, Pietro has worked on a number of anti-dumping and anti-subsidy cases, assisting both private companies and public institutions mainly in investigations launched by third countries.

Pietro has also worked on EU trade policy topics (e.g., EU Deforestation Regulation) and EU regulatory matters (e.g., vehicle emissions).

In addition, Pietro has gained significant experience in litigation before the EU General Court, thanks to his involvement in various cases concerning different topics of EU law.

Representative matters

  1. Assisting the Italian Government in an anti-subsidy case launched by a third country against imports of certain products from Italy.
  2. Assisting private companies in anti-subsidy and anti-dumping proceedings before third countries’ authorities.
  3. Assisting an EU body in dealing with the numerous actions for annulments launched against its decisions before the EU General Court.
  4. Advising an Italian public entity on the State aid risks arising from a measure aimed at supporting the tourism sector.
  5. Advising a Finnish company on the State aid implications of a fiscal measure adopted by another Member State.
  6. Advising two vehicle manufacturers on the EU legislation concerning vehicle emissions.

Pro bono

  1. Assisting an NGO in its action before the EU General Court to obtain the annulment of a Frontex decision rejecting its request to access certain documents.
