EU General Court Annuls Anti-Circumvention Extension and rejects Commission’s Broad View of “Assembly Operations”

On 4 March 2026, the EU General Court delivered an important judgment (Case T-379/23, Çolakoğlu Metalurji AŞ v. European Commission) where it interpreted the scope of the term “assembly operations” referred to in Article 13(1) of the Basic anti-dumping Regulation.
Following an anti-circumvention investigation under Article 13 of the Basic anti-dumping Regulation, the Commission had adopted in April 2023 a regulation extending the anti-dumping duty on imports of stainless steel hot-rolled coils originating in Indonesia to imports of the same product consigned from Türkiye. With the ruling of 4 March, the General Court annulled that regulation.
