Belgian Competition Authority Publishes Full Decision in Rossel/IPM
1 min read
On 3 July 2026, the Belgian Competition Authority (BCA) conditionally cleared Rossel's acquisition of the press activities of IPM Presse, resulting in a single group holding all French-language printed daily newspaper titles in Belgium.
The BCA has now published its full decision, which reveals in considerably greater detail the methodology underpinning that outcome.
We have prepared a note analysing the key aspects of the decision, including the BCA’s novel dynamic counterfactual approach, its competitive assessment of the daily press and journalistic labour markets, and the remedy package imposed as a condition of clearance. The note and the full BCA decision are attached for your reference.
