Alberto has extensive experience in customs law, including areas such as customs classification, preferential and non-preferential origin, customs valuation, AEO authorisation, and special customs procedures.
He frequently represents clients in multi-jurisdictional customs matters, engaging with national customs authorities, the European Commission, and OLAF before customs administrations and courts.
In addition to customs law, Alberto is also an expert in trade defence instruments. He assists international clients in EU and US investigations related to anti-dumping, anti-circumvention, and anti-subsidy measures. His experience includes representing both EU industries and foreign producers.
Alberto navigates clients through export control and international sanctions issues related to the global trade of goods and services.
Furthermore, he advises EU importers and foreign producers on ensuring compliance with EU cross-border regulatory issues, including CBAM.
Representative matters
- Successfully representing several importers of steel, aluminium, paper and high-tech products in customs disputes against the Customs Authorities of various Member States before the relevant national courts.
- Acting on behalf a major Italian special steel producer in the drafting and filing of an anti-dumping complaint before the European Commission, and supervised a team representing the client in the subsequent anti-dumping investigation leading to the imposition of antidumping duties of more than 60% ad valorem.
- Advising a major Swiss aluminium importer to ensure compliance with the CBAM Regulation, including verifying its foreign suppliers, cross-checking the CO2 emissions data declared in embedded products, and confirming the shared monitoring methodology.
- Assisting a leading high-tech multinational group on exporting dual-use goods outside of the EU, including managing relations with the relevant national competent authority for export of dual-use and military goods.
- Assisting a major Vietnamese steel producer during an EU anti-circumvention investigation.
- Advised several steel companies and a Ministry of Foreign Affairs of a G7 European country in the context of US anti-dumping and anti-subsidy investigations.
